Blue: Anything that is an advantage is considered a cheat, And also its a 3rd party system so there you go. Cheat.

Red: Yes its a large advantage, you can enter a command much faster then typing it such at "F1" to enter /bank all, then the person who kills you does not get any money that he could have gotten from killing you without the keybinds, Thus making it an advantage.

Keybinds are NOT cheats. The base rule for cheats is that they affect gameplay, keybinds do not.
