First open SA:MP's launcher, go to tools, and make sure the correct folder is set.

If it is or that doesn't work,
Use a no-cd crack and see what happens? Also try reinstalling the SA-MP files too.

Install the game again,then go to My Documents and delete GTA San Andreas User Files.
