You don't call your IEMI number, you call your telephone company you bought the phone off, and tell them it was stolen and you want the IEMI number blocked.  They should have their own record of the IEMI number but they'll ask you to confirm it for security reasons.

I highly doubt you'll be able to track the phone down via GPS. You'll probably have to buy a new one but I suggest reporting the phone lost to your Cell company, they will blacklist the serial number so people can't activate it. (atleast thats what my company does)
