It's simple, that thingie allows to transmit packets with electrical wiring instead of Lan cables or Wi-Fi, converting the signal and transmitting it between the plugs.

That has nothing to do with your internet speed, it depends on your ISP, on your type of contract and not your connection cables, since normal cables usually provide a 100 Mbps data transfer and most of the Wi-Fi connections grant atleast 50Mbps. And those homeplugs suck too, they're slow and unstable (I experienced disconnections when I used a lot of electricity): if you can, stick on Wi-Fi or cables (that are and ever will be the best solution around).
