Ok, Since I haven't bothered reading all of the comments on this topic, Ide like to point out how the term "ping" works.

Quote: In multiplayer online video games, ping refers to the network latency between a player's computer, called a client, and the game server (or another client). This could be reported quantitatively as an averaged time in milliseconds, or qualitatively as low ping or high ping. This usage is common with players of a variety of first-person shooter and real-time strategy games. Having a low ping is always desirable because lower latency provides smoother gameplay by allowing faster updates of game data.

In otherwords, The internet works by sending packets with your game Movement/Data From your Computer to the Host (Server ect.) The number of your ping is how fast those data packs take to transfer. (in milliseconds)

To sum this all up, Ping is a matter of...
Internet speed (Phoneline, DSL, Cable, T1 ect.)
Processing (CPU/processor strength)
Distance (How Far you are from the server)
And the host's/server's bandwith

The thing that effects your ping is Distance. Your hardware will not effect the gaming much. That Dual Core will work fine. Case Closed.

The CPU calculates everything, that is correct.
But to affect the ping today, you'll need a CPU from like uh, 2000...?

And you could say it's the distance, but it's not toooo correct.
As ping is how long it takes to send and receive data from the server, that's just it. Not the distance.
Distance can make the ping go up, but if it's a perfect and flawless line it's going through (non-shared). It could hardly affect anything at all.
But we don't have these flawless lines, heh. Unless it's for the military or something.

So okay yes, distance can cause your ping to be higher.
But there are other things that can cause this. Such as;
  • Your mate playing an online game on your network, or maybe just opening a webpage, downloading etc..
Then you will have to share the connection, which will automatically double the ping (or something like it).
  • Loads of people using your broadband connection at the same time (in other houses/apartments).
As some people notice, the ping can go higher at the evening.

Intel Pentium 4 1.6Ghz HT or above, Or AMD Sempron 2200+ (1.8ghz) to run sa-mp.
Recommended,
Intel Pentium 4 2.5Ghz HT or above, Or AMD Athlonx2.

I got intel pentium4 3.2ghz HT, im looking forward to getting a new one eventually, when im less poor, somthing like Core2Quad.

But just on the sidenote, For a high model graphic card, you need a better CPU, so that CAN effect the FPS majority of the game.

Those who says it's your computer specs are dumbfucks though.
What causes ping spikes as we all SHOULD know are;
  • Interruptions/Interference (some admin chewing on your network cable, no probably not. I'll explain further down)
  • Bandwidth limit, i.e. using up all the up and/or down speed, which can cause timeouts (you got nothing left for SA-MP, oh noes :'()
  • Packet drops, most commonly known as warp (eg. 1 bit "dies" and needs to resend)

Interruptions can be when an application is uploading and/or downloading.. to make it easy, a torrent program.
Oh "Matthias Love Night" is out on blu ray!!
DOWNLOAD!
OMG IT'S DOWNLOADING, OH WHATS THIS, UPLOADING TOO?? GREAT!!

Every game, uses both upload and download while playing online.
You upload to the server, the server sends to you.
So what might, just might happen if something takes up just maybe 10kb/s of your 70kb/s upload rate?
OH NOTHING, I GOT 60KB/S LEFT FOR SA-MP.
Correct at one point, wrong on another.
Something will happen, something simply called traffic (no not vehicles) will have to go somewere.
The packets has to get through, so when it sends the data, your connection to LVP has to be paused.
It's 2010 now though, so no it does not pause. But it does affect.

So now your ping jumped up, yey!
Oh no the upload rate is even slower now :'( Now your ping wen't down.
Up.
Down.
Up.
Down.

Feelin' me?
And no, I'm not saying your downloading something of Matthias.
But that an application or service or anything else just might be sending traffic.

Half of this post made me wonder "Are you talking to yourself or just cyber'ing on a GTA forum..."

You asked me about facts in your post, I pointed out the fact that it looked like you were cybering yourself in a forum. Now before this because a troll/flame war I recommend the topic /closed.
