The game is an old PS2 game from 2004 which makes it easily accessible to a variety of PC's (I've run the game on an old 1.3ghz, 512MB, ati 9200 pci card). As well the price of the game is 20$ the last time I checked, and if you dont want to pay for it theres a good number of torrents (some even have samp included) out for the game that are easy to install. These two factors in my opinion are the only reasons that keep samp alive or at least give it the necessary amount of players to keep it active. There is more to why people download this mod, but I tend to go with these as being most likely in peoples reasoning in playing this game.
To David_gers question I think in my own assumption is that the majority of community pirate games. The issue with that is unless you have a good group of friends on hamachi it is a hassle to play online pirated games. This game encompasses several other genres (racing, third person shooting, gambling, and etc.,). The mod has allowed scripters to further change the game by encompassing more genres or mimicking other games (from zombie style survival to fallout/oblivion style role playing). The servers are individual games with MMO style online (leveling, stats, and etc.,) that interest a lot of people. These RP servers tend to go overboard in detail that offers hours of gameplay which again comes at no cost to the player.
This is not unique to samp as games like Fear combat, Wolfenstein, and other online free to play games have a very dedicated community and constant flow of players. The community have gone about changing the game to make it refreshing and new (fear combat now has coop, which it never came shipped with).
The SAMP I knew is dead, but other aspects of the community are thriving.
