On top of that we could also set it so that only people at a certain level can teleport. So noob's cant just come on the server and teleport straight away

In my opinion you should not remove the teleport function. Just keep it this way, with the 3-4 minute timelimit.

Another option would be to buy a teleport permit a la $250.000, allowing a player, yes, to teleport.

Just remove it. Teleporting is used to much for laming, instead let ppl use the /taxi, and put a 5 mins counter on that.
also (in case of the laming) remove ppl's money when they commit suicide using /kill

I just spammed an idea at the crew-channel, which I got a few positive reactions on.

This could be a full replacement of the teleportcommand and still let players be able to get where they want. The /taxi-command will be changed and no longer work with a /locations-list. Instead, it will take (partial) street- and propertynames. For example: /taxi Prickle Pine or /taxi Caligula. A partial streetname will work too, like /taxi Fort (to Fort Carson).

If a partial name has multiple results, such as /taxi Airport, you could get a menu like this:

There are 3 results for "Airport". Use /taxi [id] to taxi to this location:
0) Cancel
1) Las Venturas Airport
2) Los Santos Airport
3) San Fierro Airport

This means we have to have coördinates for EVERY streetname. Luckily this is something we can all help Peter with, by /save-ing on a good location in that street. The taxi-bussiness will get a huge boast from this, and it could very well work with seperated cities: every city could have it's own taxi bussiness.

Players could tell each other where they currently are (because it automatically shows in the lower right corner of your screen) and use the taxi to find each other.

What will help, in LVP there is a list with streets/locations with 374 items. A lot of these are double but I think there are still 75+ unique locations. Add to those the locations of the properties and we have a huge list of taxi locations.
What I think would be the hardest to code is the function that has to return the matching names and their coordinates. AFAIK sa-mp/pawn don't support regular expressions which would have made it so much simpler. What perhaps would be possible is to borrow the system /gotocar and/or /getid use. Perhaps Peter, FiXeR or Badeend could enlighten us on this. If I have some spare time this weekend I will definitly look into it.

Edit: The coordinates of the streets/locations in LVP are 'zone' coordinates. They describe an area or a box, I'm not sure which. They have to be transformed to point-coordinates, which is relativley simple. They would offcourse have to be testes to make sure you don't teleport to a weird location. In a tree or building and the like  ;)
