I haven't played this at all, but my guess is that IV-MP doesn't have anything spawned like SA-MP doesn't by default - without pedestrians, cars driving around and such then there's a lot less for the game to handle, thus there's a lot less lag.

i dreamed i was playing gta 4 online, and it was just like SA-MP

In theory, playing at an empty server: yes.
Noticeable? Hardly.
