In the conduct agreement that all users accept when registering on the forum states in the first paragraph "...through your use of this forum, that you will not post any material which is... ... in violation of any International or United States Federal law." According to Valve's Subscriber Agreement- section 2, paragraph E (http://store.steampowered.com/subscriber_agreement/), it is against the agreement to "(i) sell, grant a security interest in or transfer reproductions of the Steam Software to other parties in any way, nor to rent, lease or license the Steam Software to others without the prior written consent of Valve;" Laws that are being broken include contract  and copyright laws. The contract statue U.C.C. 2-301 states that a buyer is obligated to fulfill a contractual agreement with the seller to all ends and vice versa. Also, according to the The Digital Millennium Copyright Act of 1998, it is unlawful to reproduce or transfer copyrighted material without the copyright holder's  written consent. Selling the account would do just that.

Yes, the STEAM User Agreement/License Agreement forbids selling an STEAM Account, but there was once a discussion in Germany about selling online game accounts to other persons, and its 100% legal.

Atleast in Germany the german law (which allows selling stuff without sending physical material) counts more then a user agreement

When you registered with this forum, you agreed to abide by both International United States Federal law, effectively throwing out any other country's laws. So using the forum and breaking a US Federal law is, well, against the rules.
