Whole deal with cheating is, that while someone may have used cheats on another server, then there's always that chance that he may still have them. With that you are left to question if that person might of used them again? Because whats holding them back from using them again? Granted, everyone could be suspected of cheating, but in my opinion I tend to point the finger at those who've already used and been shown to have used em (RT?, not trying to flame just that incident is similar to this).
