It is not a quite urgent bug, although it is one I suppose.
Whenever someone gets promoted to a regular, it won't show the name of that person, looks quite the same when someone got killed in minigun madness. (which is already fixed)

Anyway, here is a little screenshot.

I think you read incorrectly!

It's due to players not being connected. Say, if ID 21 has 49 hours, 59 minutes and 59 seconds when he leaves, this bug would occur. Fixed in the next update.
