russian gta car spawning cheat?

couple weeks ago i asked ingame how i could spawn cars to me. The answer i got was you cannot so i thought i was dreaming and saw it wrong when somebody else was sawning cars to him. Today i saw a russian dude doing it again and i asked him about it. He said it was russian gta and he was spawning the cars towards himself. (btw at the export, so he needed to spawn a car to him and than drive 3 meters for like 45000,-) Is this honest? Or cheating?? Comments please, and thank you for reading....

You cannot spawn cars in the current version. You can import cars in 2.90 though.

i thought i would get such answer, but i know what i saw and what the rus told me..... so its not only possible in 2,9 but now aswell!! no offends....
