The second movement can be another idea to vote on, or more details on the
first movement.

Public bills are bills that the citizens can vote for.
Private are for Senate Only.

In your first presidental period you should create a solid system, even when it costs you alot of time and money. We need a solid Senate/President system that works fine with alot of players, after that we should create more districts.
Oh and we should make this more popular, because everyone in LVP is involved in it.
