No it's a sa-mp thing. But can be caused by scripting, but it's pretty rare on sa-mp.

Actually, an Admin can make your screen go like that when said Admin first does the command /up and then afterward puts in some random, but very high, number (let's say 200000). Administrators can also make you lose your sound if one puts the weather on rain, then the thunder would make the sound buggy or you'd lose it completely; either way, if you lose your sound when a weather change happens, it's probably your install of San Andreas. Try to reinstall, and never use a No-CD crack, as that's the main cause (well, at least for me it was :+). If you have a screen like that, however, you should either do /kill or ask for a fix in the Admin Chat (@{Message}). Either will fix you immediately unless it's a buggy server. Even though both of these bugs can be caused by Administrators messing around, it can also be caused by a buggy server, so don't be too quick to blame an innocent Admin.

On another note, the reason why I know about the /up bug is because I've tested it out before. :+ Thanks for reading, and I hope I've cleared some things up! :)

Take Care! :D

Actually it is quite known, it doesn't appear to happen on vista though. There are fixes out there, someone actually made a useful post on the SA-MP forums about it.

Well, I had XP at the time. And I don't check the SA:MP main forums. :P

Oh yeah, I remember back on Race when you used Air-break (yeah, I used s0beit on Race since it was just Freeroam, no ramming or killing without arranging it, and I'm highest Admin, only ones higher is the owner and co-owner). With the airbrk you can edit the speed of moving it and stuff, and if you make it too fast and go up it could also cause it. And teleporting to a really high spot on the map.
