GTA 3 is good

They all use renderware, but obviously with every new release Rockstar was able to develop new techniques to up the quality of the visuals and content of its games. Although I do like the look of GTA 3 a bit more then Vice city, but that just personal preference.

The x City Stories games were developed originally for the PSP, and the GFX on there weren't the best I've seen.. and they're the most recent!

But they are on a system that cannot compete with the consoles

indeed, its on PSP... the graphics won't be great.
