The only major issue I'm aware of for the race system is the Drift races being unusable, which should be fixed in the next release: http://trac.sa-mp.nl/lvp/ticket/1548
And occasionally players don't get a vehicle, although this is much more rare (or at least, from what I've observed)
There have been a few other changes to the race system, such as this: http://trac.sa-mp.nl/lvp/ticket/1576 - this has been handled, though the ticket hasn't been updated for some reason.
We should know soon enough how the race system stands (bugs, achievements, etc) once the changes have been pushed live, though no ETA is available at this time unfortunately.
