If you don't want to update your version of PeerGuardian and DO want to play on the LVP server you have two options:
1. Check the Log and do right-click and permanently exclude the LVP-server ip from being blacklisted.
2. Even better update you blacklist address. The blacklist from sourceforge is giving the problem, please use the new blacklist for PeerGuardian. The adress is: http://peerguardian.sourceforge.net/lists/p2p.php or http://lists.blocklist.org/p2p.7z
(Don't forget to untick the old adress.)
