Please provide some additional information like when this exception occurred and what you were doing at the time.
Based on the list Jay compiled here 0x0000000 means: "SA-MP is not initializing." And the suggested solution is "Re-install the game, ensure singleplayer works If you have any mods installed, remove them". Either your GTA somehow got corrupted or you installed a mod which doesn't work.
What Overdosed said is not completely correct, there are some client crashes that are caused by the server, like going over the sa-mp model limits or adding NOS to a vehicle that can't use it, some other are indeed caused by a fault on the client side alone.
