To update: I started using this fix instead a while back which has worked flawlessly:

The easiest way to fix the alt tab bug is by making a shortcut to the game executable.

Steps:

1. Rename the original "gta_sa.exe" to "gta.exe" or something else. The name can be anything.
2. Run the command prompt(cmd.exe) as administrator.
3. Use the mklink command to create a shortcut. mklink "directory\gta_sa.exe" "directory\gta.exe". Replace directory with the full directory to where your game is. Also change "gta.exe" if needed if you named it something else.
4. Run samp.exe as administrator.
