One of the reasons was that the jail cells were getting crowded, and people ended up fighting together in jail all the time.

Well didn't Jay/the dev team create something where you can punch players, but it doesn't effect them? That's very useful. Also, if the jail cell is too small you can always make one, but that brings another problem with too many objects. Unless of course you create a simple one, but if you were to make a building type one, with an area for players to /visit and such, then ye.
