Remove the 'vehicle necessity' for teleporting to /jump zones

If the infernus is only at that zone, then just get an infernus so you can complete the jump. If being able to go to a jump zone on foot, that would be abused just like /world abuse etc.

But as I said, just take an infernus to the Dam jump, instead of taking another car, if there's no infernus in range, just drive to an infernus.
