I don't think that's a bug. All vehicles get armed with a default car bomb when they enter the bomb shop. It costs $500 as far as I remember.
But you're right, it doesn't always happen.

I think should be worry much with the more abusive bugs then les abusive bugs for example that carbomb one ain't something players use all the time.

The first bug that I described can be extremely abusive.

One way of avoiding this would be disallowing people to teleport to a virtual world with armed vehicles.
