I like the idea. Although I think $2,000,000 is too much considering the recession, but that's not really too important. I also think a static spawning point will be camped, so I think it would be better if it had a couple of not-so-easy-to-reach points where it spawns.
When the player with the statue is killed it should either be dropped on his/her current position (or on ground level to prevent it being stuck in mid-air somehow) or given to the player who killed the owner of the statue automatically.
The holder of the statue should either have it on their back, that'd be pretty cool but hard to detect (is that a plus?
) or have a 3D-text shown above their head.
As for how it should be shown, I like the newsmessage idea, but I'm kinda neutral to the rest.
In case of a timeout: respawn the statue, if no one's gotten it when the player rejoins give it to him/her unless someone is within X meters of the statue perhaps although the last part might be too advanced for this feature or just plain pointless.
