SA:MP is fairly limited in this sense. Sure it's possible to detect when a player shoots another player, but it takes a lot of hacky messy and definitely inefficient scripting. SA-MP doesn't support the possibility of being able to officially detect when a player hits another player. We would have to check the camera angle and aiming direction of every player to the position of every other player everytime one shoots. Now, imagine how intense this would be thinking about how often people shoot weapons!
