Player driving features

Alright, I've changed a few things with the economy to prepare for this.

The maximum /taxiprice is now $100 instead of $500
Spawn weapons are now about 70% cheaper (except for grenades, they are actually more expensive :P)
Players now spawn with $250, instead of $2500
The ship now earns $20 / second, instead of $50
/showmessage now costs $100,000 instead of 1 mil
The maximum loan amount is now $500,000
Minigames now cost $250 to signup, instead of $2500
Teleporting now costs $17,000 instead of $75,000

Todo: decrease money earned from exports, decrease tax cap so that players get taxed for anything over $300,000 instead of 1 mil.
