Yeah, follow that step, it still won't help the fact that GTASA's engine, although it runs smooth, was not made for 3d text draw and MP. As SA:MP consists of, even on higher end gaming rigs, your FPS and actually vary by ping in some cases with San Andreas Multi-Player.
Even if you have the best of PC's, you will still not run the game near as smooth as single player.
If any further examples would like to be brought up, I would be glad to.
