What is the hardest language to learn?

It's said that English is the hardest language to learn and there are a lot of English people who struggle with the language too.

I found Dutch kinda easy to learn because I'd just use the English language to help me sometimes when I used to teach myself it. However it is quite hard as there are many rules, like there's a ''you'' for different situations.
