Xtra, don't go buying things you don't need. I have a HD4850, Dual Core 3.0Ghz and 2GB of Ram and I can run GTA IV maxed out at 30fps.
However, if you have Windows 7 I'd recommend getting 4GB of ram (3GB is about 5 - 8 *insert currency here* cheaper, so just go for 4GB).
Anyway, what country are you in? I'll try and look around for some sites in your area for a good deal if you don't know how to build your own PC.
