Just like on Steam, servers won't be able to handle it, and either you have to wait for shizzle to calm down, or you'll be playing on laggy servers. Something that isn't an issue on Steam.
But I wouldn't imagine them allowing it to be that laggy that they'd lose a huge chunk of there base. There will be times when the service wont work as it should and you brought up the example of steam, when that first came out it too lagged, had issues and etc., there's even a GIF mocking the early steam.

Here's an early article on steam

The idea behind their system may seem great, but they still have to work a lot to make it run good.
There was one guy who tried onlive that had borrowed the account from a friend and gave a preview of it. The issue with this is the accounts are tied to data centers.
"I first have to admit that I don't actually have a beta account with the OnLive service; instead a friend of a friend of a friend passed to me their login information after I requested it in order to write a preview of the technology. Why is this a note-worthy point to make? There is a chance that OnLive is only selecting beta members that are on ISPs close to their current data centers and as I live outside that area that could affect my experiences with cloud-based gaming.
