I think Holland has that too, or had. Britain used to do that too at one point.
It's only training, unless they get attacked they won't be harmed by the enemy. Once they've passed the training they can go out, or if other situations cause the Israelie government to send the graduates out (like in the World War).
What's public service? That like going on patrol or something? Like back-up police?
