Meh, it wasn't all gangsta rap making it big in the 90's
For example, Tupac .. in the end, he gave up gangsta rap for a more political and story telling approach which made him into the person remembered today. Plenty of other hip-hop acts were around in the 90's and emerging from the underground, which was still pretty big mid/late 90's. Then we have the 00's -_- ... no comment.
