I can confirm this - had some experience this morning after timing out a few times (thanks to my oh so fail ISP).
I get the loading game-text, and I spawn with the message "Sorry Jerome, etc. etc." but I spawn in weird places, like at the top of that monument place in Los Santos most of the time, and I am frozen and cannot move, sometimes I spawn at the default SA:MP spawn (the elevator) and am frozen.
The only way to then get out of this is to /kill or /q or ask for a fix (which I didn't try because nobody was about). So after you /kill and respawn normally, you have the weapons opposite to what you bought like the bug has always been (Deagle = Colt45, Sawnoff = Combat, Uzi = Tec9) and they have the wrong amount of munitions most of the time.
