It is indeed possible but completely misses the point of syncing tyre popping. As tomozj already said, the process would involve the vehicle being respawned, set back to its orginal position, and the player warped inside it, however, if we where going to do such a thing, we might aswell desync tyre popping all together (Globally desyncing tyres is possible, btw) but where not going to

And as far as I know, it is possible in MTA without the vehicle even requiring a respawn.
