This is actually normal, Mike. The weather IDs above 20 were never, and still are never, used. The only way you can get them to show up is with the "/set weather [ID]" command, so it's really nothing to worry about. In fact, I remember when Fireburnt came into the server one day and started setting the weather to these types.
