It shouldn't be based on how many hours a player has in game, it should be based on how talented / active the player is at something. For example, if a player kills 40 people, maybe they could unlock wanted level features (i.e that players wanted level could go up to 40).
If you agree to this idea, don't post thoughts, post some ideas for what different levels there could be, and what could be unlocked.
We've actually discussed this very idea before in our beta team forum board, but it didn't seem to get very far.
