No he isn't. If we stored properties to player IDs, it wouldn't work to good. I have reconnected to LVP many times in the past, and its a rare occasion that I have the same ID.

Jay's right, it has nothing to do with the previous ID.
I've had this bug a few times- you don't have to be registered to get it, but I don't see a problem with it.
It's rare, and you get some free money without stealing the property from any other player who owns it.
If it really needs to be fixed or you feel it should, then go for it, but IMO it's not such a big deal.
