I don't really understand what your question is so I'll reply on this one:

Probably not. This server is freeroam / DM / Stunt / RPG (I will get many crew members replying here that I'm wrong).
You can alway stay at the ship for a while, and they will stop chaising you. Altough I think if you don't piss off any DM'er, I don't see a reason why they should try to kill you.

That's the problem, these chases are completely unprovoked. I was just driving around in San Fierro trying to get away from the DMers, when some guy called maarten666 started chasing me non-stop. I ended up having to get in a helicopter and make a cinematic escape to stop him shooting at me. After flying way too far away for him to bother trying to give chase in his car, I actually flew back to the helipad at high altitude and watched him run around in one of the Bone County villages and shoot up random people. Then he ran out of people on the ground and caught sight of my chopper, and surprise, he started pinging bullets off the hull again.

I don't know why people are so unreasonable in games like GTA, but it evidently takes an enforced safe area like the ship to get any safety, and even then I often see messages of people being jailed for breaching the safe-area. Should be a kick if you ask me, but hey, it's not my server.
