[Cars] Reserve Tires

When cars are fixed, they are simply frozen and unfrozen which removes any flames and their health is set to 100% - fixing the tires does not come into this. What would have to be done is a car respawn and then the player re-entered into the car, and with a mod shop sound effect to over the jump between cars it could seem pretty real.

(Not 100% sure about this, we can always count on Jay :+)
