Actually, he was talking about deploying different messages in different languages randomly as we do with some strings now - nothing to do with making more than one language available..
And 50% of LVP is a LOT. Complete waste of time in my eyes, as we're an English server, and will most probably stay that way. It's a waste of development time, and could push 2.90's release back an extra month at least (realistically, don't be hypothetical here).
