For the taxes,
how about that it goes to a 'new' property? Something like San Andreas Gouvernment Center or something? Costs 5-10 milion and if you have it you get everyones tax, or at least a percentage of that,... how about that?

I like that. But, taxes aren't supposed to profit anyone in real life.

Well they go to the gouvernment. And the presedent gets payed aswel so how about a percentage of the taxes?
