Admins getting jailed when they punch is intentional to prevent abuse. Killing on the other hand is different, as it can be used to check for health cheaters.
Punching the air is intentional as-well. The ship is a peace zone, it doesn't matter where you punch, it simply isn't allowed. Think back in the old days when weapons worked on the ship, it wasn't allowed to just randomly shoot back then.
