As I specifically remember this suggestion was planned for 2.x anyway. I remember somebody (possibly Peter) writing up a ticket for it in the old trac.
Anyway, basically when a player flies over Area51, a SAM missile gets launched at him/her. Infact to be honest it was only last week that I made this very system (as a filterscript) for my ww3 server, fully tested and it worked fine!
The SAM object should not actually be a rocket though, since it is too, "detailed". It should simply be the flashing object that gets launched out of a rocket launcher as normal and destroys on impact.

- Limited explosion time - To make it more realistic, after the SAM has launched and is following you, it should explode after say, 20 seconds or when you leave Area51 instead of following you until it booms (I'm only noting this because other popular Sam systems did this.
- Proper "locked on" SAM sounds - Yes it is supported in SA:MP
- Exploding vehicle on impact - When the SAM actually hits your plane, instead of it damaging it, it should explode it instantly!
