Claude Speed was just an errand boy. CJ moans too much. Don't own GTA:IV, haven't played the two Stories.
I'll choose Officer Tenpenny! (Only because the guy who does his voice, Samuel L Jackson, supports Liverpool FC. that and because he just rules).

As much of a huge Vercetti fan that I am, Niko Bellic does give Tommy a run for his money.
In fact, he probably is a better character (in terms of character depth and such), although Tommy will always be badass, and an awesome character to me.
