Good idea, but it should be called something like GTA-related Multimedia. That way the search the pic thread and show this pic etc. won't be in there, but on another pile of rubble 
Also another idea: how about making regulations about a maximum size of a forum banner? Take timmy12121 (something like that), he has this banner: http://img114.imageshack.us/img114/6783/...aaavv0.jpg, way to big if you'd ask me.
400x100 would be a much more suitable size and the bigger ones should be removed.
