In a sense yes. I wouldn't say a clan "pwns" if all there members are inactive except 1. However if they were all active then yes. Because you'd see them ingame more pwning.

Clans like [W] and [sLK] have the potential to rip up havoc, but are also inactive so there's less of that to be witnessed.
