I honestly thought the point of this topic was to figure out how to get skirt like that.

Pretty simple. There are several ways to do so.

1.  You could place to small lenshood on the lens.
2.  You could buy a filter which brings this effect.
3.  Take a picture trough an open cilinder.
4.  Invert your lens and take a picture(and yes this is possible)
