That may be true but you're forgetting that he's still 24-25 years old and still has a big way in front of him.

yes, zinedine zidane was 26 when the WC '98 in France was played, every ball he touched, he controlled and he did it with so much style...the same counts for Ronaldo, he was 22 etc... sorry Rooney will have to train hard on his technique if he wants to reach the same level...the reason he doesnt score in the England team is because he doesnt get the ball when he's in front of the goal, he's a good scorer but not a great football player.
