I can't even install it ... say's "Application failed to start, reinstalling the application might fix this" or something like it.

you don't install it

you just run the .exe and it should work.

I double clicked it, and it gave me that message. So I re-downloaded it, and same happened :'(

English, although you should just run it to join the SA-MP LVP server.
