that would be great to do, because you can kill someone swiming in the water, they quick get up tight against the ship, and get killled, the killer gets jailed.

person number 2 is outside the ship..

sometimes i stand in the ship near the fence n get killed the killer didnt get jail too..

but i dun mind..

Then attack the person from the ground, on the building or basically anywhere else.

Not a bug. Simply wasn't classed as on the ship. The regulations for weapons & ship killing are the same.
