Don't know mods at all? You don't NEED TO KNOW anything, it's a simple image edit and has nothing to do with modding, and I made one when I first started on reskins and modelling.

1) Download TXD Workshop
2) Open gta3.img and search for the crosshair.
3) Export the .txd as .bmp
4) Edit the .bmp
5) Import it again and save
This was how I did it in GTA VC, no idea if this works in GTA SA too but it should
